Насколько я понял идею нижепреведеного текста, почтовый сервер _обязан_ перебирать MX с одинаковыми приоритетами, и _может_ переходить к менее приоритетным в случае ответа 451.
Т.е. вопрос к Владимиру можно поставить так: "что плохого в том чтобы перебирать MX'ы с другими приоритетами?" и "можно ли так сделать при случае".
