Да, всё именно так. В 180-INVITE (SIPDATA-059738) не хватает одного Record-Route. Его же не хватает 200-INVITE. В пределах одной транзакции всё ещё ходит, но вот ACK посылается уже по правилам формирования запросов внутри диалогов, и тут уже нехватка одного Route (который должен был получиться из Record-Route: <sip:89.105.249.30:5060;lr>) фатальна.
